1. How do I add a cancel date of the PMB, it was greyed out. Locate the 1583 and add the date of termination in box 1b. The date will populate on the quarterly report. 2. We have a good number of homeless individuals who need a mailing address and who do not want to use the post office. Is there a hope for a future resolution to assist these individuals? The DMM states the information that must be collected. State IDs can be free, and many churches and homeless shelters will allow folks to use their address as a home address. If these are met, a PMB can be attained. The homeless community is routinely exploited by criminals for fraud and criminal schemes, demanding minimal information can help dissuade criminals from continuing to exploit the homeless community. 3. If someone has power of attorney for an individual, can they sign the 1583 form on their behalf, in the POA standard signature? Do we need to upload the POA document if so? Best practice would be to upload the POA document. 4. Are we allowed to scan and email the mail? What if our client calls and asks us to email mail to a different email address? Yes, if the customer agrees. It would be nice to have the email match, but not matching at this point would not be a compliance issue. Perhaps a suspicious activity report. 5. Banks, insurance companies, and some governmental departments will not accept a CMRA address for a business. This is very detrimental to our CMRA businesses; What can be done about that? USPS cannot control what banks do. Banks are protecting their assets due to the large amount of fraud they have identified in the CMRA. Perhaps, as we reach full and regular compliance based on our work now, banks will begin allowing CMRA addresses to be used again. 6. How long does it take for the postmaster to upload to FDB? Should be only a few days, based on the individual postmaster. If 1583A is not uploaded within a week, email a copy to the CMRAProgram@usps.gov, and they can assist with getting the 1583A uploaded. 7. Why don’t our local post offices know about the CMRA process or the database? Training occurs and the resources are available on the internal USPS website. 8. My local post office hasn't been helpful at all. No one knows the process of this CMRA program. I'm not able to get the Access code to upload the 1583s. Who is a contact person I can speak with for this? You can reach out to CMRAprogram@usps.gov. You request the admin code from the BCG / CRD once your 1583A is uploaded by the local post office. 9. Will we need to keep the PS1583 copies for how long? Like 7 years like taxes? 6 months after closure - clearly stated in DMM. 10. When prompted for a Mail Forwarding address for closed mailboxes, what does the USPS do with that information? It is kept on file. It is the same as having a mail forwarding address. 11. We requested a code on 2/27. We later received a letter dated for 2/28 stating that we did not request a code. I reached out to the email provided, and no one could tell me why this happened. We now have to wait 40 days to request another code. Any insight on this? The letter was likely created just prior to your request. There obviously can be a lag time from when the report was pulled for the letters and when you requested the code. The letter has no effect on the code requesting process. If you do not receive a letter or miss the letter, you can request again within 40 days. 12. What do you do to get a new Admin Code as I don’t ever recall getting this letter from USPS? Click the button again, it will remain grayed out for 40 days. 13. If I have multiple locations, when opening the second location for instance, will I still get the code in the mail? And, will it be under the same login as the first location? Yes, but you may be able to connect the accounts with the same login. You will request the code using the same BCG account. 14. What is your recommendation for validating business accounts? Can they set up the business service while they are awaiting the registration of their business? A CMRA has no real way to validate a business account. Internal practices, such as at least asking for a printed copy of incorporation documents or state registration, may drive fraudulent or criminal actors away from using your location. I was unaware that there was a waiting period to register a business. The entire process is basically online from what I understand but varies from state to state. 15. In the BCG, I am unable to input foreign address for Address ID yet I don’t see any restrictions on foreign living registrants for a PMB or VMB. How can we enter these in the BCG? There are foreign addresses in the system currently. 16. Will the 2023 version of the 1583 be accepted by USPS / BCG loading, or must they have the 2024 form? Both are accepted. 17. As the CMRA, will there be need to renew anything, including the 1583A? (please say no) You need to have the most updated version of the 1583A on file. Dated Jan 2023. 18. Would you be able to advise the contact email, thanks? CMRAProgram@usps.gov; CDSwanson@uspis.gov 19. What is the CMRA email that we can reach out to with questions or problems? CMRAProgram@usps.gov; CDSwanson@uspis.gov 20. What happens when the IDs expire on the BCG? Are we required to keep in-house and on their end updated? You will get a notification on the BCG / CRD Dashboard. If your location has any expired IDs, you will not be able to validate your quarterly report. Three missed quarterly reports can result in mail withholding. 21. What kind of mail are we able to receive? Refer to the Domestic Mail Manual (DMM) for full rules. 22. What is being done to properly train the employees at each post office? I deal with 4 different Post Offices in one metro area, and since the start of the process, not one of them does things consistently the same as the other. I have hundreds of 1583's in the system and take this very seriously - but the post office seems to put people in roles they are not trained very well for? Training occurs and the resources are available on the internal USPS website. 23. Regarding quarterly reports, are these still necessary since we're uploading all the pertinent information? Currently yes. Hopefully soon USPS will transition fully to electronic quarterlies. 24. How do we handle quarterly reporting when we have half of 1583’s entered and half not? Get up to date and compliant. The project has been active well over a year. 25. On my original form, I had to put my residential address, and now it’s listed as one of our CMRA locations, which I don’t want, how do I remove that? Advise CMRAProgram@usps.gov. They should be able to help. 26. When entering a 1583 in BCG do you need to enter all the users on the mailbox or just the first user? Every person over 18 receiving mail at a box needs to have their own 1583. 27. Can people use our CMRA address to register their business with the secretary of state and IRS? I think in some states they can. Yes, this is not great and used for fraud. It is a state-to-state issue. 28. If someone’s application fell through the cracks and we haven’t uploaded them yet but they already started having mail sent, can I just upload the paperwork now? Yes, you can upload the 1583 and documents after they receive mail. Try to avoid this, as all mail being received needs to have a 1583 on file. If your location does not have a 1583 on file, the mail is to be returned to the carrier next day in accordance with DMM. 29. What exactly does "Place of Registration" mean? The country and state (if domestic) or country if foreign where the business is registered. 30. We have real estate companies that have 50+ entities that they receive mail for. Do they need to have a 1583 form for each entity? What are the rules on this? Mail has to at least be addressed to the real estate company. IE TO: Carl Swanson C/O Remax would be okay. As long as Remax has a contact person on the 1583 that has been verified as normal. 31. How to add a DBA and how many people should be authorized? I would add this in block 7a. No limit is mentioned in DMM. 32. We’ve had a lot of clients struggle to get their address verified on Google, is there a way around this? I do not know what this means. If you are having issues with addressing, you can contact the CMRAProgram@usps.gov email, and they can help you with the addressing section of USPS. 33. Re: Address ID. Most of what's acceptable does not have an ID # and it's not a required field on the 1583. Why is it required in the Gateway? It wants you to make sure. Placing an "XXX" or "NA" works if there is no number. 34. There is a new section on the CRD called Compliance Review - What is that section for? That section is being built out and tested now. This should be where compliance issues are noted and CMRAs can respond. 35. How do we know if we are currently compliant? If you have a 1583 for each PMB and you have no notifications on your dashboard, you would be considered compliant. 36. Should we submit a quarterly report if it's incomplete? You can maintain in draft status until complete. 37. Please send out the process on requesting Admin Code because I am in the BCG and it says Pending Authorization and then when I click it requires the Code. I don’t see any link that I can click to request a new Admin Code. Please see the resources posted from this webinar on the CoMRAA.org site. 38. I had tried pressing the quarterly report button but it didn't seem to do anything, so our postmaster reached out directly and asked us to send it to them directly. How can we tell if the reporting is actually working? Many locations are completing the electronic quarterly reporting. The button is only active during the quarterly reporting timeframe, and when you do not have any issues on your dashboard. 39. What is Carl Swanson’s e-mail? CDSwanson@uspis.gov 40. How do I update photo ID on website? Locate the 1583 and find the new document image and upload it. It should automatically override. 41. Re: Deadlines, the hardest part is getting the mailbox customer to respond to repeated efforts to get their updated ID information. This is a very time-consuming process. You do realize this, right? The regulations are minimal by many industry standards. If customers do not respond, their 1583 is not up to date, and you risk being out of compliance. This process is more than a year old. 42. So can we stop sending quarterly reports to our PO? The USPS focus remains on getting CMRAs compliant by signing up for BCG. USPS is not doing electronic quarterly reporting yet. If you consult with your local postmaster, they can choose to start accepting the report electronically. 43. Can you delete a duplicate? I would need to see what you mean by duplicate. If you mean two of the same 1583s in the CRD, even if you just "close" one and keep one open, that would be fine with the CRD. As long as a 1583 is on file for each active mailbox, you are fine.
